At least in Brazil, people were sexually active by about that age as well, 11-12. That period was the one that traumatized me the most, and it was when my libido was the highest. I didn't want to have sex at those ages or to engage in casual sex at any age, but seeing how normies talk about things, it seems we live in different dimensions, both in this country and elsewhere. They talk like teenagers are children and also talk like casual sex is a good, adult activity. I disagree because what you learn in teen years becomes the model of your entire behavior, you will train your brain to follow predictable patterns and learn what is "reality" and then you will almost never break the pattern you learned.
