yeah i dont think woman shaming tactics would work in our society.

I mean, they worked in WW1, WW2 and so on. But the governments learned they have to use other incentives.

One example was recently set by america, they used call of duty psyop to recruit more people, and it worked. Positive reinforcement works. Offering "a good life like a video game" to new recruits works. And they got a ton of healthy prime kids addicted to videogames. The contemporary american military is great. I mean, soldiers are great, they are fit roided and absolutely prime chads.
