If that is true and the system is actually being gamed by those depraved whores in the way that you explain, then it is both a horrific injustice as well as illustrative of the prolific levels of corruption which permeate every facet of the Russian state. Ever since the fall of the Soviet Union in 91, the oligarchy replaced the party bureaucracy that had been managing all the industries of the state. Russia's descent into a pure Mafiaocracy was hastened by weak and easily corrupted politicians like the perpetually inebriated Boris Yeltsin who has gone down in history as one of the worst and most incompetent leaders since Czar Nicholas II.

As for my feelings on Comrade General Secretary Putin, I think much like Bolsonaro in Brazil, Duterte in the Philippines, the Law and Justice Party in Poland and all other aspiring or actual autocrats, you have to take the good with the bad.
