you can see it in the movie small soldiers, the protagonist kid is a school burner and hes peak uncool social loser status.
basically the kid that burns the school was seen as the most uncool retard ever. all the bullies told him "so youre the kid that burned the school, what a faggot".
Its very common in 90s media, there were also video games with chads beating up the drug dealers, and chad was considered by all the hero that saves the day, and bullies are merely a nuisance to chad.
The only exception is from japan media where the yakuza with personal morality was still considered cool, for example josuke or mitsuashi or onizuka, these people were considered cool. But simply because they attract the idea of the samurai in the modern world, theyre people with morals who clash vs modernity.
For the west instead the school shooter was very very uncool. Instead it was cool the serial killer or the serial rapist.
