Yes I think even if cloning is not yet fully functional, there still are epstein islands and what instead is proved to work is Mk ultra, social engineering, mind control, pharma, medicine and brain implants. So even if cloning is impossible there are other techniques already time tested such as genes selection and mind control alter state programming and hypnosis as well.
