I had this idea.

We could do a tax for all women to fund the brothels and give pussy to all incels. We can determine if someone is an incel pretty easily. The most reliable method is to use data collected with online consumption.

We can tax women, but not all women. I present to you the idea we can tax only women who accepted to be recipients of feminist privilege. So we can say 2500 bucks go in whore program.

If a girl received feminist privilege that gave her admission to a prestigious university and she didnt deserve it, all the money allocated for her will go in the whore program instead, the girl will be taxed heavily.
