That would have been my argument as well. Homeless may be fanatical and desperate but fanaticism and desperation alone do not win wars. If history has taught us anything at all it is that those forces which are equipped with superior weaponry, logistics, firepower and above all, technology, will achieve strategic supremacy. Also and to quote the great Marcus Tullius Cicero, "the sinews of war are infinite money". Considering homeless have no money, they would be annihilated like infidels attempting to withstand the righteous and almighty forces of the Caliphate.

If it was an actual war like a civil war it wouldn’t be normal laws. The non homeless could shoot the homeless with guns and rifles while wearing body armor. Most homeless people don’t even own a pocket knife.
